Which of your importers will pass 50 tonnes of CBAM goods this year?
Steel, aluminium, cement, fertilisers: above 50 tonnes a year the importer must be an authorised CBAM declarant. Upload your declaration export and see per client how many tonnes are in, who is nearing the line and who must apply now.
The rule and the dates
- Since 1 Jan 2026An importer that brings in more than 50 tonnes of CBAM goods in a calendar year needs authorised CBAM declarant status. Tonnes add up over the year. No threshold for hydrogen and electricity. NEa, read 27 October 2026.
- AlwaysAn indirect customs representative of an importer outside the EU must be authorised itself. NEa, read 27 October 2026.
- 120 daysThat is how long the competent authority may take to decide. Applications filed by 31 March 2026 let imports continue meanwhile (code Y238). New applications do not. FOD/SPF, read 27 October 2026.
- 1 Feb 2027Sale of CBAM certificates starts (Art. 20(1)). Regulation (EU) 2023/956, read 27 October 2026.
- 30 Sep 2027First annual CBAM declaration, for 2026 imports. Then every year by 30 September. NEa, read 27 October 2026.
- Over 50 tExceeding 50 t without authorisation means a penalty of 3 to 5 times the EU ETS excess-emissions penalty per certificate not surrendered, on all CBAM goods of that year, the first 50 t included. At no more than 10 % over, the authority may reduce it (Art. 2a and 26). Regulation (EU) 2023/956, read 27 October 2026.
Regulation (EU) 2023/956, as amended by Regulation (EU) 2025/2083. Competent authority in the Netherlands: the Dutch Emissions Authority (NEa); in Belgium: FPS Public Health, Climate Change Service (info.cbam@health.fgov.be).

Questions
Which columns does the export need?
The importer's EORI or VAT number, the CN code, the net mass and the declaration date. A name column and the document codes (Y128, Y137, Y238) are used when present. Headers in Dutch, French, German or English are recognised. CSV or Excel (.xlsx).
Does a file I upload twice count twice?
No. The same line (importer, CN code, mass, date) counts once, also when you upload a month again.
Does cbam-check know which client is already authorised?
From the document codes: Y128 or a CBAM account number means authorised, Y238 applied. Otherwise you set the status per importer. The CBAM Registry has no public lookup.
Do you keep my files?
Not the file itself. Of the CBAM lines we keep importer, CN code, mass and date, so the yearly total can grow with each upload. You can delete everything.
Does it also estimate certificate costs?
Not yet. cbam-check watches the threshold and the status. For the annual declaration the importer needs the producer's embedded emissions or the Commission's default values.
